A comprehensive safety program covering development, implementation, regulatory compliance, and ongoing program management. Built to meet the FAA Part 5 mandate and support ARGUS Gold standing.
Part 5 compliance deadline: all Part 135 certificate holders
14 CFR Part 5 final rule (effective May 28, 2024)
Part 5 requires every certificate holder to build and document a Safety Management System structured around four mandatory components. Every element of this program maps directly to one or more of these pillars.
Pillar 1
Safety Policy
§5.21–5.27
Pillar 2
Safety Risk Management
§5.51–5.57
Pillar 3
Safety Assurance
§5.71–5.75
Pillar 4
Safety Promotion
§5.91–5.93
Coverage
SMS Manual, Safety Policy, Hazard Reporting, IEP, ERP, HazCom, FRAT, Fatigue Risk Management, Safety Review Board, SPIs, and ongoing active program management. Full scope from build-out through continuous operation.
Impact
The FAA Part 5 final rule became effective May 28, 2024. All Part 135 certificate holders must develop, implement, and declare compliance with a four-component SMS by May 28, 2027. ARGUS Gold audit standards have been substantially revised in response.
Structure
A single flat monthly retainer covering both the program build-out and ongoing management. No separate project fee. Active from day one, designed to be integrated into operations rather than delivered and handed off.
